By presenting the numbers side by side, this visualization highlights the gap between policy efforts and measurable outcomes, helping the community better understand what progress has been made and where challenges remain.

Maricopa County’s annual Point-in-Time count shows homelessness rising significantly since 2019. The total increased from 6,614 individuals in 2019 to 9,734 in 2025, representing nearly a 50% increase over six years. Although the 2021 count was paused due to the pandemic, the overall trend demonstrates sustained growth in housing instability across the Phoenix metro area. These figures provide important context for evaluating whether recent state and nonprofit housing investments are effectively addressing the scale of the crisis.

From 2019 through 2023, Arizona’s statewide spending on homelessness services — including shelter, treatment, housing programs, and support services   has been estimated at roughly $800 million to $1.1 billion annually. Recent reporting highlights major investments, such as an $89 million state homelessness response package in 2024 and $13.5 million in eviction prevention and homelessness grants announced in 2025. Tracking these figures alongside housing stability outcomes helps assess whether public dollars are proportionate to the growth in homelessness across the state.
